Magnolia Manor Continues Operating As Usual Amid Medicaid Cuts

Magnolia Manor Home Office, Americus, GA, August 5, 2025 – Magnolia Manor is aware that false statements have been circulating that Magnolia Manor is closing certain locations due to Medicaid cuts. We inform you that Magnolia Manor is not closing any of its locations and will continue operating as usual. 

The Georgia Health Care Association (GHCA) has also released an official statement to provide further insight:

“As Georgia’s population ages, the need for nursing home and other long-term care services has never been more essential. Medicaid helps many seniors and individuals with disabilities access this around-the-clock care, covering 70% of Georgia’s nursing home residents. While the One Big Beautiful Bill Act’s provisions will have material implications including a ten-year moratorium on CMS enforcement of the minimum staffing rule for nursing facilities and changes to Medicaid criteria, GHCA and its members will continue to advocate for the necessity of Medicaid and full reimbursement of cost to care for Georgia's most vulnerable, while continuing to provide high-quality care.

 “The recent study, commissioned by Democratic Senate leaders, released from Brown University’s School of Public Health, identifies several nursing centers at risk for closure. In this study, a model was developed using national data from 2011-2023, identifying criteria of high Medicaid reliance (over 85%), low occupancy (below 80%), and low-quality ratings (1- or 2-star on the CMS Five-Star Quality Rating System) as the strongest predictors of nursing home closures. As such, it is important to note this study was released prior to the finalization of the legislation and does not account for safeguards for skilled nursing centers and intermediate care facilities that were included in the final bill. To suggest the passage of this bill will lead to specific center closures is irresponsible and causes undue concern for residents, families, and caregivers. These centers are continuing to operate, serving Georgia’s vulnerable citizens with quality care.”

What we know:

  • The new legislation makes changes to provider taxes, but our sector has been shielded with specific carve-outs for nursing homes and intermediate care facilities.
  • Medicaid expansion states will feel a greater impact from the bill - Georgia is NOT a Medicaid expansion state. 
  • Retroactive coverage for Medicaid beneficiaries is revised from 90 days to 60 days
  • There is a 10-year delay of the federal staffing mandate for nursing homes
